FREE CARRIER GUIDANCE
How to file a complaint against a freight broker
Start with a documented problem and the correct legal company. A regulatory complaint, a bond claim and a contract dispute serve different purposes.

Missed evidence, misdirected complaints and confusion about payment recovery.
1. Identify the company and your role
Compare the signed rate confirmation and invoice with the company named in official records. Record its legal name, MC/USDOT identifiers, contracting role and the contact you actually dealt with. A similar name or copied logo is not proof of identity.
2. Make a factual complaint package
Write a dated chronology that another person can check. Separate what you observed from what someone told you and what you suspect. Preserve originals and work from copies.
- Load/reference number, pickup and delivery dates, agreed rate and payment terms.
- Rate confirmation, BOL/POD, invoice and proof of invoice delivery.
- Payment history, deductions and relevant correspondence.
- The specific disputed conduct, amount claimed and remedy requested.
- Contradictory evidence and any missing documents.
3. Choose the destination
FMCSA’s Complaint Center directs users to the National Consumer Complaint Database (NCCDB) for complaints involving regulated transportation entities, including brokers. Use the official form and applicable category. For unpaid freight, separately investigate the actual bond/trust provider and contractual recovery options; do not assume a regulatory report will recover the invoice.
4. Keep a receipt and protect deadlines
Save the exact complaint you submit, its reference number, supporting files and dated receipt. Track any instructions from the receiving organization. Ask qualified counsel about deadlines or litigation where your rights may expire.
